China stands ready to work with Kyrgyzstan to better align development strategies, and make substantive progress in building a China-Kyrgyzstan community with a shared future, Chinese President Xi Jinping said when holding talks with Kyrgyz President Sadyr Japarov in Bishkek on Monday.
Xi arrived in the Kyrgyz capital on Sunday for the Shanghai Cooperation Organization (SCO) Summit 2026 and a state visit to Kyrgyzstan at the invitation of Japarov.
During the talks with Japarov, Xi said that under their guidance, bilateral relations have made a leap forward, with cooperation flourishing across all areas in recent years, providing effective support for the development of both countries, benefiting their people, and promoting regional peace, stability and prosperity.
China is willing to join hands with Kyrgyzstan to better align development strategies, deepen exchanges of experience in governance, deliver more tangible and accessible outcomes of practical cooperation, and make substantive progress in building a China-Kyrgyzstan community with a shared future, he said.
Noting a high degree of political mutual trust and firm mutual support are essential guarantees for the steady and long-term development of China-Kyrgyzstan relations, Xi said that China firmly supports Kyrgyzstan in safeguarding its national sovereignty, independence, and territorial integrity, and in pursuing a development path suited to its national conditions.
China will continue working together with Kyrgyzstan to provide firm mutual support on issues concerning respective core interests, he said.
The signing of the treaty on permanent good-neighborliness, friendship, and cooperation between China and Kyrgyzstan will provide an important legal foundation for the two countries to maintain their longstanding friendship and firm support for each other, Xi said.
Xi urged the two countries to deepen practical cooperation, effectively implement the intergovernmental economic and trade cooperation plan, diversify trade products, and develop new growth areas such as digital trade and cross-border e-commerce.
Describing the China-Kyrgyzstan-Uzbekistan railway as a major transportation artery that carries the development aspirations of the people across the region, Xi called on China and Kyrgyzstan to ensure the high-quality construction of the railway, modernize the border ports, and enhance connectivity in terms of institutions, standards and rules.
China and Kyrgyzstan should make joint efforts to successfully build the Belt and Road Joint Laboratory and enhance cooperation in areas including artificial intelligence (AI), Xi said.
It is important for the two countries to further promote people-to-people exchanges, strengthen cooperation in areas such as youth, media, tourism, sports, and healthcare, and at sub-national levels, and continue to consolidate the social foundation for China-Kyrgyzstan friendship, Xi said.
China and Kyrgyzstan should expand law enforcement and security cooperation, and join hands to fight the three forces of terrorism, separatism and extremism, drug trafficking and transnational crime, so as to jointly safeguard regional peace and stability, Xi said.
China supports Kyrgyzstan in playing a greater role in international and regional affairs and is willing to further strengthen collaboration with Kyrgyzstan within the framework of the United Nations, and jointly act on the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative, he said.
The two countries should work together to oppose hegemonism and power politics, uphold true multilateralism and safeguard international fairness and justice, to promote the building of a more just and equitable global governance system, Xi said.
As founding members of the SCO, China and Kyrgyzstan should join hands to effectively implement the outcomes of the Tianjin Summit, promote common development in the region, and advance the SCO to a new level, he said.
Japarov said that with the rapid development of the Kyrgyzstan-China comprehensive strategic partnership for the new era, bilateral relations have entered a golden period and reached the highest level in history.
He expressed Kyrgyzstan's gratitude to China for the selfless support and assistance it has provided at every critical juncture of Kyrgyzstan's development.
China has always been a priority in Kyrgyzstan's foreign policy and is Kyrgyzstan's closest friend and most reliable partner, Japarov said.
The Kyrgyz side firmly adheres to the one-China principle and is willing to further develop good-neighborly and friendly relations with China on the basis of mutual respect and equality and mutual benefit, Japarov said.
He said that Kyrgyzstan is willing to work with China to strengthen cooperation in areas such as trade and investment, connectivity, scientific and technological innovation, energy, minerals, and the green economy, enhance exchanges in education, health, culture, and youth, and fight the three forces of terrorism, separatism and extremism to maintain regional security.
Kyrgyzstan stands ready to actively advance the construction of the China-Kyrgyzstan-Uzbekistan railway, so as to turn it into a "steel Silk Road" for the new era and a new bond of friendship between the two countries, Japarov said.
Kyrgyzstan is willing to coordinate closely with China on multilateral platforms such as the UN, the SCO, the China-Central Asia mechanism, and the World AI Cooperation Organization, to jointly uphold world peace and stability, he said.
Japarov expressed condolences over the devastating mudslide that struck Gyirong Port in southwest China's Xizang Autonomous Region on Aug 26.
Xi said that China is making every effort to search for Chinese and foreign nationals who are missing in the mudslide disaster.
China is also taking all necessary measures to relocate and resettle those affected, provide medical treatment for the injured and prevent secondary disasters, Xi said.
At the same time, China has sent rescuers to Nepal and provided emergency assistance, he said, adding that China is sincerely grateful to President Japarov for expressing condolences over the disaster.
After their talks, the two presidents signed a joint declaration on the high-quality development of the comprehensive strategic partnership for a new era between China and Kyrgyzstan, and a bilateral treaty on permanent good-neighborliness, friendship and cooperation.
They also witnessed the exchange of bilateral cooperation documents.
At noon, President Japarov and his wife Aigul Japarova held a welcome banquet for President Xi and his wife Peng Liyuan at the Yntymak Ordo, the presidential administration building.
