The G20 Trade Ministers' Meeting, held in Milwaukee, the United States, from Sept 30 to Oct 1, produced no outcome documents on three agenda items set by the U.S. presidency while members reached a joint statement on opposing the weaponization of food, a spokesperson for China's Ministry of Commerce said in a statement on Sunday.
Trade ministers and representatives exchanged views on four issues proposed by the U.S. presidency: opposing the weaponization of food, addressing excess production capacity, eliminating forced labor, and adjusting the most-favored-nation principle, said a spokesperson for the ministry.
On food, many emerging market and developing members, including China, called for food-importing and food-exporting countries to jointly maintain stable food supply chains. They also stressed that countries have the right to take measures to pursue domestic public policy objectives and food security.
The spokesperson said that the U.S. presidency positively considered these views, which were fully reflected in the joint statement. It said the outcome resulted from consultation and joint efforts by all G20 members.
Significant differences emerged over excess production capacity and forced labor, the spokesperson said.
Many members expressed different views on the issues and on proposals to issue joint statements and establish cooperation mechanisms, as most G20 members are subject to Section 301 tariffs on forced labor and are also the targets of Section 301 investigations into overcapacity. As a result, no outcome documents were adopted on the issues.
The spokesperson also said that the Chinese side has taken note of the post-meeting chair's statement released by the U.S., which indicated that the United States, along with two other G20 member states, issued a declaration concerning forced labor outside the G20 framework.
On the most-favored-nation principle, China and the vast majority of members stressed during discussions that the principle is a cornerstone of the multilateral trading system, providing stability and predictability for global trade, said the spokesperson, adding that any compromise to this principle would gravely undermine the bedrock of the multilateral trading framework.
The U.S. presidency did not put forward a proposed outcome document on the issue, according to the spokesperson.
The spokesperson also said China maintained an open and cooperative approach throughout the meeting, actively participated in discussions, maintained close communication with other members, and worked to promote dialogue and cooperation. Meanwhile, China upholds its principles, safeguards its own and developing countries' common interests, and has worked to promote G20 unity and cooperation.
Looking ahead to the upcoming G20 Miami Summit, China will work alongside fellow G20 members in solidarity and consensus to deliver pragmatic trade outcomes, the spokesperson said.
