The Communist Party of China (CPC) is intensifying its efforts to strengthen Party organizations and build a high-caliber cadre team as part of its drive to uphold full and rigorous self-governance, a senior Party official said in Beijing on Friday.

Briefing the media on the guiding principles of the fifth plenary session of the 20th CPC Central Committee, Huang Jianfa, deputy head of the Organization Department of the CPC Central Committee, outlined the strategic arrangements for Party organizational development laid out in a resolution adopted at the plenary session.

"Party organizations at all levels and all Party members and officials are the principal body of full and rigorous Party self-governance and a key force in advancing the cause of the Party and the state. At present, the Party has more than 100 million members and more than 5.4 million grassroots Party organizations. This is a powerful strength unmatched by any other political party in the world," said Huang.

Huang emphasized that the crux of strict Party self-governance lies in strict management of the cadre team. The Resolution on Certain Major Issues concerning Persevering with Full and Rigorous Party Self-Governance, he noted, outlines arrangements for building a high-caliber cadre team with firm political conviction, strong capability, fine work style and strict discipline.

Focus areas include upholding the correct orientation in personnel selection, selecting and appointing people in a precise and scientific manner, guiding cadres to establish and practice a correct understanding of political performance, enhancing cadres' ability to undertake work and pursue development, improving the quality of training and selecting outstanding young cadres and strengthening the management and supervision of cadres, he said.

The resolution also combines strict management with sincere care, attaches equal importance to incentives and constraints, and improves mechanisms for incentivizing and protecting cadres' sense of responsibility and ability to act. It further stresses upholding the principle of the Party managing talent lent, deepening reform of the talent development system and mechanism, and cultivating, introducing and making good use of talent in all fields, said Huang.

Le Parti communiste chinois (PCC) intensifie ses efforts pour renforcer les organisations du Parti et constituer une équipe de cadres de haut niveau dans sa démarche visant à assurer une autogouvernance intégrale du Parti avec rigueur, a déclaré vendredi à Beijing Huang Jianfa, directeur adjoint du Département de l'organisation du Comité central du PCC, lors d'une conférence de presse consacrée aux principes directeurs de la 5e session plénière du 20e Comité central du PCC.

M. Huang a présenté les dispositions stratégiques relatives au développement des organisations du Parti, énoncées dans une résolution adoptée lors de cette session plénière.

Die Schwerpunkte umfassen dabei unter anderen: die Festhaltung an der richtigen Ausrichtung bei der Personalauswahl, die präzise und auf wissenschaftlichen Kriterien basierte Auswahl von Kadern, die Anleitung der Kader zur Entwicklung eines korrekten Verständnisses von Regierungsleistung und dessen Praxis, die Stärkung der Fähigkeiten der Kader für die Übernahme von Aufgaben und die Förderung der Entwicklung, die Verbesserung der Ausbildungsqualität und der Auswahl hervorragender junger Kader sowie die Stärkung der Führung und Aufsicht von Kadern, sagte Huang weiter.

Der Beschluss verbinde eine strenge Führung mit fürsorglicher Zuwendung und messe Anreizen und bindenden Vorgaben gleichermaßen Bedeutung bei; zudem verbessere er die Mechanismen, die die Verantwortungsbereitschaft und Handlungsfähigkeit der Kader fördern und schützen. Er betone ferner, am Grundsatz der Parteiführung über qualifizierte Fachkräfte festzuhalten, die Reform des Systems und der Mechanismen zur Entwicklung von Talenten zu vertiefen sowie Talente in allen Bereichen auszubilden, einzubinden und gut einzusetzen, erklärte Huang.

„Wir werden an der richtigen Ausrichtung bei der Personalauswahl festhalten, am Grundsatz der Parteiführung über die Kader festhalten, die Standards für gute Kader in der neuen Ära umsetzen und mit Nachdruck Kader auswählen und einsetzen, die der Partei gegenüber treu, in Wort und Tat beständig, verantwortungsbewusst und pflichtgetreu, durch herausragende Leistungen ausgewiesen sowie sauber und aufrichtig sind. Wir werden entschieden davon absehen, diejenigen einzusetzen, die vor Schwierigkeiten und Verantwortung zurückschrecken, träge und untätig sind oder einen oberflächlichen Arbeitsstil pflegen, und wir werden diejenigen entschieden entfernen, die der Partei gegenüber illoyal sind, Gefügigkeit vortäuschen, in Wirklichkeit aber entgegengesetzt handeln sowie ihre Macht für persönliche Vorteile missbrauchen“, sagte Huang zur Personalauswahl.

Was den Aufbau eines strengen Organisationssystems betrifft, sagte Huang, der Beschluss verlange, den Aufbau von Parteiorganisationen auf allen Ebenen und in allen Bereichen systematisch voranzutreiben, die politischen und organisatorischen Funktionen der Parteiorganisationen zu stärken und sicherzustellen, dass die Umsetzung der Regeln, der Grundsätze und der Politik der Partei sowie der Entscheidungen und Arrangements des Zentralkomitees der KPCh in abgestimmtem Zusammenspiel zwischen allen Ebenen präzise und effizient erfolgt.

Zu den Prioritäten gehören die Vorbildrolle der Parteiorganisationen in zentralen und staatlichen Organen zur Geltung zu bringen, die Funktionen der lokalen Parteikomitees zu stärken, den Aufbau der Parteiorganisationen an der Basis in allen Bereichen koordiniert voranzutreiben, die Parteimitgliedschaft zu festigen und die Verbindungsmechanismen zwischen Parteiorganisationen auf allen Ebenen zu verbessern, sagte er.

„Wir werden den Schwerpunkt auf den Parteiaufbau in aufstrebenden Sektoren legen. Wir werden die organisatorische und arbeitsbezogene Abdeckung der Partei in neuen Wirtschaftsorganisationen, neuen sozialen Organisationen und neuen Beschäftigungsgruppen vertiefen und erweitern und die Anziehungskraft, die Kohäsion und den Einfluss der Partei in neuen Bereichen stärken“, sagte Huang weiter.

Huang erklärte, die Organisationsabteilung werde im Einklang mit den Arrangements des Zentralkomitees der KPCh die organisatorischen Regeln der Partei in der neuen Ära gewissenhaft umsetzen, starke Organisationen aufbauen und die Kaderteams gut verwalten sowie eine starke organisatorische Garantie für den Aufbau eines großen Landes und die Verwirklichung des nationalen Wiederaufschwungs bieten.
